The implications of criminal investigations into lottery and gambling in Ukraine have been widely discussed for several months now, but significant developments have only recently occurred. Lottery operators who de facto organized gambling have circumvented legal requirements by exploiting legal loopholes that allowed them to operate virtually unimpeded, sometimes right under the noses of law enforcement bodies.
