Responsible gambling 2026 — prevention instead of treatment

Gambling addiction cannot be cured retroactively; it is prevented. Europe has proven this through various self-restriction tools that give players control without total pressure. In 2020, Ukraine laid the groundwork: the Self-Exclusion Register is being expanded, operators are required to offer counseling and monitoring, and PlayCity is preparing a digital relaunch via Diia for instant online applications.


Cyprus created the National Self-Exclusion Programme (NSEP) under the National Betting Authority—a single register for all licensed platforms. Players voluntarily block access for a chosen period; the system does not allow cancellation until the pause ends, but it does allow account access for withdrawing funds. This flexibility increases trust: the tool is used not only by people with addiction, but also by those who want to “take a break.” Italy, through the AAMS register, has taken a similar path; a national database blocks access to casinos and bookmakers at the first signs of addiction. Operators are required to inform players about self-control tools, and the ban on cryptocurrencies makes circumvention more difficult. Both models show that centralization plus flexibility equals real effectiveness.


For Ukraine in 2026, a systemic approach is needed in three directions. First, personalization: the player chooses the duration and type of protection. Second, public-private partnerships to integrate data and finance programs. Third, zero tolerance for illegal gambling, where there are no barriers at all for vulnerable players. Business and the state must shift to proactive actions—education through interactive formats and behavioral monitoring without paranoia.


Such a strategy provides stability: reduced social risks, increased trust in the legal segment, and predictable budget revenues. Cyprus and Italy demonstrate that responsible gambling does not destroy the market but strengthens its reputation. Ukraine can create a model that becomes a benchmark for the region, proving that the gambling industry is compatible with care for society. Prevention is an economically sound solution for the sustainable development of the sector.
