Is the licensing tender a real step forward in regulating lotteries or just a temporary stabilization?

Over the past few years, lotteries have been the subject of intense discussion within the gambling sector. Unfortunately, these discussions have focused not on industry development or investment potential, but on the illegal activities of lottery operators, the imitation of gambling, and the non-payment of taxes and licensing fees.
Finally, the newly established regulator, PlayCity, has taken notice of this situation and announced an open tender for obtaining lottery licenses. This has undoubtedly become a step toward initiating regulation of the sector; however, given its specific nature, much work still lies ahead, writes Anton Kuchukhidze, Head of the Ukrainian Gambling Council NGO, in his opinion column.
