Statement by the UGC Chairman on the need to introduce the State Online Monitoring System (SOMS)


Control over the activities of gambling operators, monitoring of the gaming equipment operation, and ensuring the gamblers’ rights require the creation of the State Online Monitoring System (hereinafter referred to as SOMS).


According to Part 3 of Section XI of the Final and Transitional Provisions of the specialized law, the provisions on the State Online Monitoring System come into force from the day the State Online Monitoring System is put into operation by the relevant decision of the Authorized Body, but not later than in two years.


On 24 February 2022, the russian federation launched a full-scale war against Ukraine, thus blocking the work of public institutions.


The State Online Monitoring System is a key tool for the State to exercise supervision (control) over activities in the field of organization and conduct of gambling.


The State Online Monitoring System should provide the following: unhindered round-the-clock real-time transmission and reception of data on each operation for accepting a bet, returning a bet, paying out the winnings (prize), and making a payment; the possibility of a remote shutdown of slot machines; the protection of gamblers’ rights and minimization of the gambling addiction manifestations; confidentiality of gamblers’ personal data, etc.


SOMS is the basic means of monitoring the activities of gambling operators by public authorities.


That is why, to control the activities of gambling operators, we stand for the early creation and commissioning of the State Online Monitoring System.


From the beginning of the functioning of this system, the methods to control gambling operators will become effective, encouraging new international gambling operators to invest in Ukraine, despite martial law.
